Q.4 What is the significance of Security to states? How far do you agree that international security has given way to global security in face of new challenges of Terrorism and Human Security? 2016

Security is a fundamental concern for states as it provides the foundation for their survival, stability, and prosperity. The significance of security for states can be understood from several perspectives:

  1. Protection of Sovereignty: Security is essential for protecting a state’s sovereignty and territorial integrity, as it provides the means to defend against external aggression and maintain political independence.
  2. Preservation of National Interests: Security is also important for safeguarding a state’s national interests, including economic, political, and strategic interests. A secure state is better able to pursue its interests and protect its citizens.
  3. Promotion of Regional Stability: Security is crucial for promoting regional stability, as it provides a framework for managing conflict and maintaining peaceful relations with neighboring states. Regional stability is essential for economic development, regional cooperation, and the promotion of international norms and values.
  4. Contribution to Global Stability: Finally, security is important for contributing to global stability, as a stable and secure international system provides a more predictable and peaceful environment for states to pursue their interests.

In recent years, new security challenges such as terrorism and human security have emerged, which have highlighted the need for a shift from traditional notions of international security to a more comprehensive concept of global security. International security focuses primarily on the security of states, while global security encompasses a wider range of threats that affect individuals and communities, as well as states. This includes threats such as terrorism, transnational crime, and environmental degradation.

I agree that international security has given way to global security in the face of these new challenges. Terrorism, in particular, has highlighted the need for a more comprehensive and collaborative approach to security, as it poses a threat not only to states but also to individuals and communities around the world. Human security, which focuses on the security and well-being of individuals, has also gained greater attention in recent years, reflecting the growing recognition of the interdependence between human security and state security.

In conclusion, security is a fundamental concern for states, as it provides the foundation for their survival, stability, and prosperity. The emergence of new security challenges has highlighted the need for a shift from traditional notions of international security to a more comprehensive concept of global security, which encompasses a wider range of threats and recognizes the interdependence between state security and human security.
