The principles of accountability of rulers according to the Holy Quran and Sunnah include:

  1. Trustworthiness: Rulers are entrusted with power and authority by the people and are accountable to them. The Quran states, “O you who have believed, fulfill [all] contracts” (5:1) and “Indeed, Allah commands you to render trusts to whom they are due” (4:58).
  2. Justice: Rulers are required to act justly and treat all members of society fairly. The Quran says, “O you who have believed, be persistently standing firm for Allah, witnesses in justice” (4:135).
  3. Responsibility: Rulers are responsible for the well-being of their subjects and are accountable for their actions. The Prophet Muhammad (peace be upon him) said, “Each of you is a shepherd and each of you is responsible for his flock.”
  4. Transparency: Rulers are expected to be transparent in their actions and decisions. The Prophet Muhammad (peace be upon him) said, “The best of people are those whose conduct is transparent, who speak the truth, and who are trustworthy.”
  5. Consultation: Rulers are encouraged to consult with their subjects and seek their input on matters of public interest. The Quran says, “And those who have responded to their lord and established prayer and whose affair is [determined by] consultation among themselves” (42:38).
